As part of our continued commitment to the health and safety of both our citizens and visitors, Brooksville re-launched its Red Light Safety Program. Red light cameras began capturing violations on May 18, 2012 at the following initial locations:

According to the Insurance Institute for Highway Safety (IIHS), 22 percent (22%) of all traffic accidents in the United States are caused by careless drivers running red lights. Every year, these accidents kill approximately 800 people in addition to causing an estimated $7 billion dollars in property damage, medical bills, lost productivity and insurance increases. Red-light cameras are making communities safer across the country. The Insurance Institute for Highway Safety analyzed the impact of photo enforcement on intersection fatality rates in a study reviewing 99 large U.S. cities between 2004 and 2008. The Study found that red-light safety cameras reduced fatal crashes by 24 percent (24%). The IIHS study further stated that had photo enforcement been deployed in all major U.S. cities during that same time period, a total of 815 deaths would have been prevented.The IIHS statistics showed that just in 2009 alone, 676 people were killed due to red-light running. Two thirds or 451 of those persons killed were pedestrians, bicyclists, passengers of the red-light runners, or occupants of other vehicles. In addition to the fatality statistic, the Study reported that 113,000 people were injured in crashes involving red-light running in 2009.
Red light cameras detect motor vehicles that pass sensors after a traffic signal has turned red. The camera system measures the speed of each vehicle as it approaches the intersection. If the system predicts that a violation is about to occur, a series of high-speed, high-resolution digital photographs, as well as video footage is captured. These images show the red light violator before entering the intersection on a red signal, as well as the vehicle’s progression through the intersection. Trained law enforcement officials review the photographs and video to determine whether a violation has occurred. Violation notices are mailed to the registered owner of the vehicle. Red-light cameras have been proven to reduce traffic crashes at red-light intersections, including dangerous "T-bone" collisions. (City of Brooksville has experienced a 35 % reduction overall in traffic crashes since the installation of the camera program.) Q: Will the City be enforcing right turn violations? A: Yes, but only the most serious violations. A right turn on red without coming to a complete stop before proceeding is illegal and an officer stationed at the intersection would cite a driver for not stopping prior to proceeding through a red light. Florida law, however, permits Red Light Camera enforcement/citation for right turns to be issued only when the turn was not made in a reasonable and prudent manner by the driver. Please always use caution at any red light, understanding that a violation is dangerous and may be cited by an actual officer.
A: Each image captured by the traffic infraction detectors is immediately encrypted and transmitted via secure means. Only law enforcement and the City’s camera contractor’s personnel under strict duty of confidentiality will view potential violation images. The violation images may displayed in a judicial hearing requested by the violator.
A: The system may capture an image of your vehicle if you are in proximity to a violating vehicle or if you approach the intersection at a speed that indicates you may run the red light. If you do not run the red light, any image captured by the traffic infraction detectors will be discarded. We treat the protection of your identity and these images very seriously.
A: Yes. Each Notice of Violation will include instructions on how you can submit and Affidavit of Non-Responsibility or have a formal hearing in front of a judge after a Uniform Traffic Citation has been issued.
A: Yes. The website: www.zerofatality.net allows you to view and/or pay your violation online with a debit or credit card. You may also pay in-person at the Brooksville Police Department, 87 Veterans Avenue, Brooksville, FL.
A: Florida cities are required to post Traffic Signal Photo Enforced signs in advance of each intersection approach equipped with a red-light camera. The Traffic Signal Photo Enforced sign shall be located on the right-hand side of the roadway far enough in advance of the stop line to provide adequate notice to approaching road users, along with supplemental panel with the legend “INCLUDES RIGHT TURN”, where the right turn lane is controlled by the traffic signal. Q: What does a citation for running a red light cost a violator? A: If a vehicle owner is cited for a running a red-light through the camera enforcement program, the owner/violator must pay a $158 fine and no points are accessed. If a vehicle owner/violator does not pay a red-light camera program citation timely and in accordance with State law, a uniform traffic citation is issued with a greater fine and points are accessed the driver’s license. |
